Make your way to the floating structure with the Desert Highlands Insight: Above the Flats mastery point high above the Salt Flats. Jackal with tier 3 mastery is required to use the Sand Portals that lead to the platform. Alternatively, it's possible to reach the mastery point from Altar of Dakhma by using a Griffon. At the structure, there is a small platform pointing west. Walk onto the platform at night and look up to get the achievement.
