Talk to Dockmaster Jonnick in Amnoon Harbor.
Desert Highlands
Talk to Kall, south and slightly west of Brightwater Waypoint.
Find the "famous water djinn" or speak to someone who knows him.
Talk to Miyani, the assistant of the famous water djinn Zommoros. Alternatively, talk to Zommoros himself at the beginning of the Mythwright Gambit raid.
Ask Moshpoipoi quaggan about Sibaha.
Talk to Caretaker Laamaa inside a quaggan home, underwater in Moshpoipoi.
Help defend Moshpoipoi from the icebrood.
Participate in Help the Moshpoipoi village guards defend against icebrood or Help the quaggans retake Moshpoipoi from the icebrood, underwater at Moshpoipoi. Note you must talk to Laamaa before this event (and after - see next step).
Caretaker Laamaa
Talk to Caretaker Laamaa inside a quaggan home in Moshpoipoi.
Whisper Bay
Talk to Aaminah. For the purposes of this collection, she must be spoken to at the beginning and end of a suitable event, such as Drive the Risen krait out of Kahloipoi. If the event is not currently active, Aaminah may be imprisoned, requiring completion of Help the Kahloipoi guards rescue Aaminah. After being rescued, you must then wait roughly 5-10 minutes for her to reappear at Kahloipoi and begin the aforementioned krait event. She can also be spoken to at points during and after the Help quaggan refugees reach safer waters event.

Complete Drive the Risen krait out of Kahloipoi.

Talk to Aaminah immediately after Drive the Risen krait out of Kahloipoi, while still in the village and before she swims away.
Mount Maelstrom
Speak to Sibaha near the Restless Deeps poi, south-east of the waypoint. She's in a cage a level above the water in the krait structure immediately above the POI. Use the Launch Pad next to the waypoint.
Obtain a cage key from Sibaha's krait captors or from the nearby champion.
Small chance from nearby krait. Guaranteed from the nearby Champion Krait Hypnoss.
Free Sibaha from her cage.
Talk to Sibaha.
Meet Sibaha back in Lion's Arch.
Talk to Sibaha south of Guild Bluff Waypoint.
Earn silver placement or better on Sibaha´s Advanced Skimmer Course.
Earn silver or better at Sibaha's Advanced Skimmer Course adventure. There does not appear to be an achievement completion message after this final step. Check the Path of Fire Mastery to confirm that Skimming the Depths Training is now available. Note if you fail to achieve Silver (eg collect Bronze rewards instead), changing maps before trying again seems to work.
Help defend Moshpoipoi from the icebrood.
Check back with Caretaker Laamaa.
Find the "helpful largos" in Whisper Bay.
Help Aaminah deal with the Risen.
Get information from Aaminah.
Search for Sibaha around krait-infested waters in Mount Maelstrom.
Obtain a cage key from Sibaha's krait captors or from the nearby champion.
Free Sibaha from her cage.
Meet Sibaha back in Lion's Arch.
Earn silver placement or better on Sibaha's Advanced Skimmer Course.
