Court Duty: Where Lunatics Dare is a Shadow of the Mad King achievement.

You must track down each member of the Lunatic Court's expedition force and present to them a piece of evidence gathered as part of Court Duty: Gathering Evidence in order to convince them to provide their testimony.

You do not need to have the evidence item in your inventory for this to work. Simply having obtained it previously is enough. The NPCs you need to talk to are marked with pumpkin heads, but you need to be in the immediate region for them to show on the map.
