Simply use Collect Health Data on each of the 9 different targets. Progress is only given after they awaken a few seconds later. You can only analyze 9 targets per attempt at the mission, so make sure to avoid duplicate targets and to only analyze a given target once. You only need to sedate them, so you can simply not analyze an animal and instead wait for the debuff to expire to get achievement progress without risking the possibility of missing an animal.
