Find the crate of smuggled organs in Mantle's Arrival.
Interact with two stacked crates in front of a barrel, located between two tents just east of the waypoint. Take everything out of the crate and check for traps.
Return to Chief Inspector Lutze.

Go to The Undermarket in Hooligan's Route, and go underneath the stone platform with the Tri-Key Chest on it. You'll find Hedda's Stash with a Letter to Hedda. Now return to Mantle's Arrival Waypoint and talk to Chief Inspector Lutze.
Lutze has what she needs to make the arrest. Good job, detective!
