Talk to Dive Master Astora.
Complete the Master Diver achievement, then return to Dive Master Astora.
Complete Master Diver. If you have completed the achievement previously, you do not need to repeat it.
Sharkmaw Caverns
Interact with the Magnificent Chest at the end of Weyandt's Revenge jumping puzzle. Contains the Tattered Note.
Siren's Reef Fractal
Open a Sunken Chest at the end of the Siren's Reef Fractal or Aquatic Ruins Fractal. You may have to open multiple chests, so bring multiple Ornate Rusted Keys.
Look for treasure using your skimmer's Aetherlocation skill in Castora.
Unlock the Castoran Intuition mastery to use aetherlocation. Find and open an Aetherlocation Treasure in any Castora map.
Defeat Taidha Covington to retrieve a piece of the mask from her reward chest.
Kill Admiral Taidha Covington.
Find the piece of the mask in the 'Booter's Path in Castora.
Complete the minidungeon 'Booter's Path. (Note: If you complete the minidungeon on the same day prior to unlocking this step in the collection, you will be unable to do this step until the next day after it resets.)
Find the piece of the mask in the base of Wiley's Buccaneers.
Interact with the Torn Note inside of Wiley's Cove in Gendarran Fields to obtain Wiley's Note. Read the note to fulfill the objective.
Discover where Wiley hid his piece of the mask.
In a cliffside cave above the small camp due south of Vigil Keep Waypoint. The entrance is small, elevated and marked by a dead ram – stand by Warmaster Grayson and look east. It is not in the chest by the basilisk; it is slightly further back in the cave. If you do not see a second chest, log out and log back in and it should be there. (You can also use a lounge pass and immediately return.)

From Hammerhart Battery, head south into the caves, the chest is marked on the map, underwater among tree roots.
Find the mask piece on one of the freebooters in Castora.
Random drop from freebooter enemies – easily farmable around Twisting Hollows by Grogslinger's, Bunkhome Square and The Wardroom. Note that the group of enemies that can drop this piece is quite broad, so you'll likely also receive it eventually by doing events or renown hearts. For example, Rowdy Patrons at Pub Canach can also drop the piece.

Immediately underwater of Privateer's Moorage, on the bay floor.
Find the piece of the mask in Lion's Arch.
West of the Phoenix Roost lighthouse, underwater Chest on the sea floor surrounded by ruins. (May require a relog.)
Find the piece of the mask hidden in Orr.
West of Shipwreck Rock Waypoint underwater enclosed by ship wreckage.
Return to Captain Lakes to figure out how to put all the pieces together.
Return to "Captain" Ruymond Lakes.
Speak to Cecil the Strong Arm.
Talk to Cecil, next to "Captain" Lakes.
Find the recluse from Weyandt's crew.
Talk to the Castaway sitting on the lower ledge west from Leystone Promontory. (May require a relog.)
Find the Shark Spirit near the Honor of the Waves sanctuary.
Interact with the Shark Spirit swimming in a circle west of Honor of the Waves Waypoint. It may take a moment to spawn.
Complete one of the explorable paths in Honor of the Waves to help the Shark Spirit.
Do any path of Honor of the Waves (explorable). (Story mode doesn't count.)
Return to the Shark Spirit.
Return to the Shark Spirit swimming around west from Honor of the Waves Waypoint.
Return to the shaman.
Return to the Castaway west of Leystone Promontory.
Look for treasure using your skimmer's Aetherlocation skill in Castora.
