It is unlocked after receiving the Simple Olmakhan Bandolier for completing The Charge, the final story step of A Bug in the System. Turning in each rewarded bandolier to Efi for this and subsequent collections Lasting Bonds: What We Do Here and Lasting Bonds: What Comes Next, will eventually award a 32-slot Reinforced Olmakhan Bandolier bag, also required for Visions of Sandswept Isles in Vision I: Awakening.
