The vaccuum skill can be used while mounted, and being on a mount will ignore the slipperyness of the oil patches. A bar above your character will indicate how much oil you are holding. Return to the Oil Reclamation Pump to empty your oil. Standing in the oil patches applies the effect, making the ground slippery.
