Refugees can be found in the western part of Diessa Plateau traveling south towards the Black Citadel. Some of them are accompanied by a Pack Marmox. The refugees are following the path from Village of Butcher's Block to Nolan Waypoint. Several tasks can be performed along the path and in the area to help them, granting progress towards this achievement.

Signposts and campfires have a cooldown after interacting, but the campfire's cooldown is shorter. The fastest way to farm assistance is to aggro wurm hatchlings near Charradis Estate Waypoint to attack refugees as they walk the path. Don't kill the wurms but simply revive the refugees over and over again. You can also assist them as they will become wounded.
