Talk to Caretaker Laamaa inside a quaggan home, underwater in Moshpoipoi.

Participate in Help the Moshpoipoi village guards defend against icebrood or Help the quaggans retake Moshpoipoi from the icebrood, underwater at Moshpoipoi. Note you must talk to Laamaa before this event (and after - see next step).

Talk to Caretaker Laamaa inside a quaggan home in Moshpoipoi.

Whisper Bay
Talk to Aaminah. For the purposes of this collection, she must be spoken to at the beginning and end of a suitable event, such as Drive the Risen krait out of Kahloipoi. If the event is not currently active, Aaminah may be imprisoned, requiring completion of Help the Kahloipoi guards rescue Aaminah. After being rescued, you must then wait roughly 5-10 minutes for her to reappear at Kahloipoi and begin the aforementioned krait event. She can also be spoken to at points during and after the Help quaggan refugees reach safer waters event.

Mount Maelstrom
Speak to Sibaha near the Restless Deeps poi, south-east of the waypoint. She's in a cage a level above the water in the krait structure immediately above the POI. Use the Launch Pad next to the waypoint.

Earn silver or better at Sibaha's Advanced Skimmer Course adventure. There does not appear to be an achievement completion message after this final step. Check the Path of Fire Mastery to confirm that Skimming the Depths Training is now available. Note if you fail to achieve Silver (eg collect Bronze rewards instead), changing maps before trying again seems to work.
Only a character that has completed the Guild Wars 2: Path of Fire story will receive Ardra's letter. If the letter wasn't sent, the player can talk to Ardra to receive the achievement (works only on a character who has completed the Path of Fire story). If you have changed your keybinds (specifically 'C'), the instructions for diving with your skimmer may be inaccurate. You can map the key to dive with your skimmer by going to Options > Controls and looking for Mount Ability 2. You can skip the step where you have to find Master Sdias by going straight to Sibaha in the krait compound and speaking to her in the cage. If you attempt to begin the race and the "play" panel keeps disappearing, try standing slightly in front of Sibaha to talk to her, mount up, and then choose to begin. If it is still bugging out, wait a day and try again. Try to stand "in front of her" in the water as close to her as possible. This would allow the Skimmer to spawn else if you are on the beach, she is too close to the pole which prevents spawning.
