Enter the Mad King's Labyrinth and overhear a conversation between the Mad King and Palawa Joko. They may often be found towards the northern part of the maze.

Magister Tassi may be found in the Grand Piazza in Lion's Arch. She will be in the west near the vista.

Veteran Brigadier General Kernel may be found in Fort Marriner in Lion's Arch. He will be near the World versus World portals, just north of the Raid Lobby portals.

Press Brigadier General Kernel for details on the Lunatic Court's quest.
Talk to the Veteran Brigadier General Kernel once again. You will receive a Lunatic After-Action Report which unlocks the Court Duty: Gathering Evidence achievement.
