Using your skyscale and the updrafts, make your way to the top of The World Spire and go to the south ledge. Grab the Diving Goggles and jump towards the south west (check map image to see location of the bucket). You may not see the bucket at first as it will be obscured by a floating island below. Continue dropping, moving forward as needed to aim for the bucket, which is floating in the air, and located under a rocky ledge.

Look for a bright blue hue to guide you to the bucket below. Make sure not to move forward too far too quickly as you may land on the rocky ledge and die.
