The Skirmish Supervisor can be found at the spawn of any WvW map. The Pile of Recycled Arrow Carts can be purchased for 100 Pile of Recycled Siege Equipment; gained by trading a total of 25,000 siege (of any type) to a Siege Master (WvW).
