Go to The Undermarket in Hooligan's Route, and go underneath the stone platform with the Tri-Key Chest on it. You'll find Hedda's Stash with a Letter to Hedda. Now return to Mantle's Arrival Waypoint and talk to Chief Inspector Lutze.

Opening the false bottom in the crate without checking for traps applies ten stacks of poison. Jaxi can be looked into early. Completing Use debris in the environment to help destroy the titan organ sacs will unlock that step of the investigation. Steps 24, 27, and 28 are completed simultaneously, finishing the achievement.
