The logic behind this rotation is to maximise the seconddary effect from 
急速正义 where Consecutive attacks cause burning. Since the buff last 8 seconds this will match very well with the skills cooldown with alacrity. This is the most important skill and should be used on cooldown. 
光耀火焰 gives an free 
狂徒火焰 every 10 second. this matches with 
狂徒烈焰. Therefore try and use both at the same time. If the cooldown misalign skip 狂徒烈焰 until you get a 狂徒火焰 again.
