Key Concepts
Power Evoker (Hare) plays just like any 
清新气流 Elementalist build. Except with the hare familiar you no longer need to reset Air Attunement cooldown.
It is a very intense and squishy class. The way to stay alive is to not take damage by having precise Evade and good kiting. Most of the damage comes from 
雷霆震击 spam and going in and out of Air Attunement.
Damage
You want to relatively spam your cooldowns. The new F5 skill you get with Hare : 雷霆震击 is an instant cast damage, buffing your next few hits which will turn into 
闪电突袭 after 3 uses. 雷霆震击 becomes available after charging it by using 6 weapon skills.
On such an agressive build it shouldn't come to surprise almost every weapon skill you have access to deals great damage.
On Air Attunement,
闪电打击 and 
目盲之光 need to be spammed off cooldown.- Your best CC ability is
狂风涌流. It's especially good into any target trying to use blocks to survive. Make sure you can swap to another attunement when using it to unleash a ton of damage on CCd target.
On Fire Attunement,
巨龙之牙 will deal damage after some delay. It's easy for your opponents to predict and dodge it. Use that to catch them offguard right after their dodge.
浴火凤凰 is AoE, unblockable and high damage, it's quite important to land if you're looking for a quick kill.
火焰护盾 -> 
逆向转化火焰 will give you 5 Might and as such should be used as often as possible.
On Earth Attunement,
- The best way to use
投掷岩石 is to precast it before a fight and use 投掷岩石 to burst while swapping to Air Attunement. Recasting 投掷岩石 during a fight is still really good thanks to the Barrier and Resistance. 
魔尘沙暴 is mostly used to apply Blind.
On Water Attunement,
寒冰碎石 is a really small aoe of high damage.
寒冰叉戟 is one of your highest damage ability if your target is Chilled from 寒冰碎石 or 
刺骨寒风.
寒冰彗星, a ranged AoE Daze.
Your elite, 
元素队列 deals amazing AoE damage and will Knockdown.
雷霆震击 does not recquire line of sight to be casted or hit. You can get nasty hits through walls or anything your target could use to kite.
Defense
A lot of your survivability comes from mobility. Attuning to Air Attunement will give you Superspeed. As an emergency mobility button you also have 
电光火石.
Earth Attunement brings 2 very good defensive cooldown. 
磁力脉动 to cleanse conditions and Reflect Projectiles. 
黑曜石肤 as a pure invulnerability which won't let you use skills but you can still swap attunement.
Both your Stun Break bring you extra defense when used. 
野兔敏捷 with a 2 second Blur which makes you Evade everything and 
秘法护盾 with 3 Block and Stability.
Your heal skill, 
复苏回春, will give you Aegis.
