Key Concepts
Support Tempest is a strong healer with access to high amounts of cleanse, defensive boons, healing. It's main mechanic is applying auras.
Thanks to Staff it also has access to strong aoe CCs.
It also relies on using overloads but it's not recommended due to not running

Game start
5 seconds before the gates open you should apply Swiftness on your entire team.
Healing
Support Tempest relies on auras and Water Attunement to cleanse conditions and heal.
元素棱堡 makes any aura application heal allies. The traits
元素护盾 and
活力洪流 make any aura you apply Protection, Vigor and Regeneration.
Applying those boons will also proc
流水净化 and
精力暗涌 making your auras cleanse conditions and give endurance to allies and yourself.
You apply Frost Aura mostly by blasting
寒冰禁地 with
寒冰尖刺,
大地喷发 or
逆向转化大地.
Magnetic Aura, tied to Earth Attunement, will reflect projectiles. You can apply it with
磁力光环 and
"天崩地裂!". You should use
逆向转化大地 to trade your own aura for aoe Stability. Your other source of Stability is simply swapping to Earth Attunement.
On Staff
间歇温泉 will simply heal in aoe and
治疗之雨 will cleanse conditions and will heal for each condition cleansed.
"抚慰伤痛!" heals in aoe around you. The radius gets bigger as you cast but you should start casting it quite close to your allies to get all of the healing off. It also cleanses conditions.
Your elite,
"五行归元!", will save allies from death if used at the correct timing.
流水复元 will resurrect a downed ally. It has a different effect based on your current attunment. Prioritize using it in Water Attunement for a full heal on the ally or Air Attunement to teleport them to you.
Defense
Remember that all of your Staff abilities are ranged so you can stay out of the melee during teamfights.
Most of your defense will come from the healing you usually use for allies. Your Stability usage is very important as this build doesn't use any Stun Break.
Swapping to Earth Attunement will give you some Barrier and
磐石之心.
磐石之心 is quite short but can completely deny a power burst.
Use
电光火石,
乘风急速 and
灼焰翻滚 for mobility.
