Power Scrapper is a squishy high damage build mostly relying on 
冲击专家 granting you barrier by dealing damage.
Upkeeping Swiftness or Superspeed is crucial to kite around enemies and grants you ticking healing from 
疾速再生.
Most of your damage comes from 
手雷包 spamming 
普通手雷. You can throw all of your 手雷包 skills behind you, meaning you can keep moving forward while turning your camera to look behind you (or using the keybind for "Look Behind").
Dealing Damage
As a Power Scrapper, your main source of damage is 手雷包. The only skill in the kit that doesn't deal a lot of damage is 
闪光手雷. It blinds the enemy making it still very useful.
动能加速 grants you a lot of might and fury uptime by comboing blast, leap or whirl finishers.
Your combo fields are:

潜行机械 however this skill is used to gain Stealth.

备用电容 is used to daze on the first pulse and to gain a combo field. Unless you are setting up for a burst 绞肉机械 can be used off cooldown. 电子回旋 can be used off cooldown aswell, otherwise use 手雷包.
功能机型 can be used on a downed enemy to make the gyro initiate a finisher.
A basic high damage combo would look like this:
1. 潜行机械 (can skip this skill if already in a fight) -> 爆破机械
3. 
破片手雷 -> 电子回旋 or start spamming 普通手雷
Defense
Due to the nature of this Power Scrapper build, you rely on upkeeping 
超然爆发 and 疾速再生 for ticking healing. Dealing damage adds to your defence due to 冲击专家.
On your weaponset you have 火箭冲锋 which is a leap and evades, 
电击护盾 is a block which grants you barrier if you hit enemies.
功能机型 can be used on a downed allies to make the gyro revive the downed allies.
You only have a single stunbreak which is 
分流涂层. However you get a lot of endurance generation due to having access to Vigor and 
激素植入. 重建力场 grants you a little bit of Protection and also a healing field which you can use to blast or leap through for extra healing.
Kiting around your enemies to dodge damaging skills is fast and simple due to having access to a large amount of Superspeed.
Your only condition cleanses come from using your toolbelt skills.
Your heal skill, 医疗机械 pulses 5 times healing in an area. It's also a healing field which you can use to blast or leap through for extra healing.
