Key Concepts
Power Ritualist is the new addition to the spec roster on Necromancer. It uses the new 
祭祀帷幕 for damage and sustain.
It keeps 
鲜血输送 to increase its sustain even more and possibly Healing allies.
Dealing Damage
As mentionned previously most of your damage comes from minions and spirits. Spirits all come from the new ritualist shroud. Using them together results in a really good burst.
苦痛灵魂 is the best source of damage. It applies Vulnerability and increases the damage of your spirits. Using it will give you access to 
支配苦痛 which you should just spam as soon as you can for Might.
流浪灵魂 will be the one bringing Knockdown while still dealing decent damage. It will also bring Vulnerability on top of Slow, Weakness and Chilled. It gives you access to 
支配流浪 which you should use after the Knockdown of 流浪灵魂. You should always use this spirit first as it will reset cooldown.
庇护灵魂 will mostly Heal and gives defensive boons but as you only go in shroud for spirit it can be used after the 2 others while bursting to keep yourself from being heavily pressured. It will give you access to 
支配庇护 for even more defensive boons.
You should use 
灵魂召集 after all of those to chase your target and finish the kill as it will make all of your spirits do their damage again.
Spear is another source of pressure. Dealing damage while using it will also heal you thanks to its core mechanic soul shards. You should use it to do a simple combo.
You can also use 
斩草除根 after 
与世隔绝 for a slower but higher burst, it will make you lose any element of surprise because of 斩草除根 cast time.
It is worth nothing that 
悲痛欲绝 will reset the cooldown of 
千疮百孔.
Defense
Staff is your main source of active sustain. While kiting you will be wanting to actively hit both yourself and your opponent with each skill.
鲜血印记 is best used off cd.
凛冬印记 with 
腐烂印记 into power damage dealers such as Willbender or Holosmith but hold 腐烂印记 if enemy team is condi heavy.
You also have access to decent mobility, 
鬼灵影步 gives you a nice uptime of Swiftness. and 
暗蚀传越 both offer a teleport back and a stunbreak.
Lastly 
症状吞噬 will cleanse all of your conditions and provide a massive self heal based on how many got cleansed.
